Version 5 24/25 ILR Validation Rules

 

We’ve introduced the latest iteration of the 24/25 ILR Validation Rules (guidance.submit-learner-data.service.gov.uk/24-25/ilr/appendices)

This version brings the following updates to the Validation Rules:

Number of changes

From 1 August 2024, full funding cannot be claimed for Adult Skills Fund aims (FundModel 38) at Level 2 or below where the learner:

  • Is aged 19-23 at the start of learning

  • Already holds a Level 2 or higher qualification

  • Is not earning below the earnings threshold

  • Does not have a low wage earnings adjustment (LDM code 391)

This rule does not apply to:

  • Restarts

  • English and maths basic skills aims

  • Essential Digital Skills and Digital Functional Skills aims

  • Learners in devolved areas (DAM code 023 or DD35 = Y)

The validation will trigger where full funding is claimed (FFI code 1) without the required low wage evidence.

New rule

 

For learners in combined authority areas (DD35 = Y) accessing Level 3 Free Courses for Jobs (LDM code 378), the learning start date must fall within the effective dates of the relevant LARS category (Category 56: Free Courses for Jobs MCA and GLA only flexible delivery qualifications).

The rule will trigger an error if the start date is outside the valid LARS effective period.

Exceptions:

  • The rule does not apply to restarts (RES code).

New rule

A new validation rule ensures that full funding (FFI code 1) cannot be claimed for Adult Skills Fund learners (FundModel 38) aged 19-23 at the start of their aim if they:

  • Are on a Category 37 learning aim

  • Have prior attainment at Level 2 or above

  • Do not meet the earnings threshold criteria without the required earnings-related Learning Delivery Monitoring (LDM) code 391 recorded

Exclusions Apply to:

  • Restarts (RES FAM type)

  • English and maths basic skills aims

  • Essential Digital Skills

  • Digital Functional Skills

  • Learners funded by devolved authorities

  • Learners in combined authority areas

This rule ensures accurate application of full funding eligibility for Category 37 Adult Skills learners.

New rule

A new validation rule ensures that learners aged 24 and above at the start of their aim who are enrolled in a Level 3 Free Courses for Jobs program (LDM code 378) must meet the earnings threshold requirement. This means they must have the earnings-related Learning Delivery Monitoring (LDM) code 391 recorded.

Error triggers when:

  • The learner is 24 years or older at the start of the learning aim.

  • The learner has LDM code 378 recorded.

  • There is no record of LDM code 391 (earnings threshold met).

Exclusion:

  • This rule does not apply to learners in devolved authority areas where the delivery exclusion (DAM code 02) is used.

This rule ensures accurate funding eligibility for Level 3 Free Courses for Jobs learners aged 24 and over.

Email Addresses updated in PICS now updated in OneAdvanced Identity.

We’ve enhanced our integration with OneAdvanced Identity services. With this change, users will now benefit from updated email addresses against user accounts in PICS being reflected in OneAdvanced Identity. This reduces the amount of administrative work involved when updating users’ details.
