<some blurb about overdue planned breaks>
According to the QAR specification for any particular year (the "QAR Year"), an aim on planned break (Completion Status 6) is considered an overdue planned break if:
It ended in a year two years prior to the QAR Year or before, and no corresponding restarted aim is found starting by the end of the year after the end date. or...
It ended in the year before the QAR Year, and no corresponding restarted aim is found starting by the end of R04 in the year after the QAR Year.
So to provide some examples in context, if the QAR Year is 2020 (which is the year of the latest available ESFA reports):
If an aim ended in 2018, and there isn't a restart by 31st July 2020 (the end of 2019), the aim is an overdue planned break.
If an aim ended in 2019 and there isn't a restart by 30th November 2021 (end of R04 2021), the aim is an overdue planned break.
If an aim ended in 2020 (the QAR Year) is it NOT an overdue planned break and is excluded from the report, regardless of whether there is a restarted aim.
In PICS (desktop) we had a specific option for choosing the calculation year i.e. "2020 Apprenticeship QAR Reports". This meant that we knew what the QAR Year was regardless of the dates chosen to run the report, however it meant we had to maintain code for the calculations in every available year. In PICSWeb, we've taken the approach of only offering the latest available calculation methods and ensuring they are in sync with the latest ESFA QAR specifications instead of maintaining multiple years. However this means that there is no explicit QAR Year, so we have to infer this from the date the report is run for (the "To" date on the report options screen). If you run it with a date of 31st July 2020, we assume the QAR Year is 2020 and the above calculations apply. If you run it with a date of 1st August 2021 or later, the QAR Year changes to 2021 and the calculations all slip by one year.
It's at this point that any learner who started a planned break in 2020 now falls into category 2 - they ended in the year immediately prior to the QAR year and doesn't yet have a restart by the end of R04 in the year after it (30th November 2022), so we treat them as overdue and include them in the overall calculations. It's effectively the same as the ESFA running the QAR Report for 2021 at the end of the year.
